Youth Baseball Rules: 9u-14u
Tournaments are governed by National Federation of State High School Associations (NFHS)
Coaches Conduct
New in 2025 coaches may not cross the foul lines while interacting with officials.
- 1st offense – Warning
- 2nd offense – Confined to dugout
- 3rd offense – Ejection
Mercy Rules
Games will be called if the following run limits have been met or exceeded:
- 12 runs after 3 innings
- 10 runs after 4 innings
- 8 runs after 5 innings
The home team will not bat once the run rule has been acquired, if ahead.
Time Limits
- CLOCK STARTS ON THE FIRST OFFICIAL PITCH.
- Umpires clock will be the official game clock.
Innings and Time Limits
- 9u-12u | 6 innings | Time Limit: 1 Hour/30min
- 13u-14u | 7 innings | Time Limit: 1 Hour/40 Mins
Mercy Rule
- 12 after 3, 10 after 4, 8 after 5
Home Team
- All pool play games will flip for home team.
- If bracket game, high seed will be home throughout bracket play.
- Only exception would be if the team that wins the undefeated game is the lower seed, that team will be home team if they continue to the championship game undefeated.
- In the event of an “if” game, home team will be determined via a coin toss.
Official Game
- A (7) inning game (13U and up) affected by but not limited to the weather, run rule, light failure, darkness (on fields without lights) or time limits, shall be considered a complete game after four (4) complete innings or three and a half (3 ½) if the home team is ahead. A game which is stopped after the 4th inning, but not in a complete inning, reverts to the last completed inning.
- A (6) inning game (6U-12U) affected by but not limited to the weather, run rule, light failure, darkness (on fields without lights) or time limits, shall be considered a complete game after three (3) complete innings or two and a half (2 ½) if the home team is ahead. In Case Of Rain
- All rain out games may not be made up depending on time constraints. In case of scheduling changes, it is the team’s responsibility, not the tournament committee, to make sure they are aware of the new schedule or any scheduling changes. This information will be posted on the tournament web site when it becomes available.
- Note: No special requests will be honored if rescheduling becomes necessary. All coaches should make sure the tournament committee has current contact info.
- If games are cancelled, pool winners and championship qualification for bracket play will be determined by the tie breaking procedures (listed below).
Stop In Play
- If a game is stopped, the game must start within 1 hour of the stop in play. If games are not resumed, they will become suspended or called official. Games called by umpires that cannot be resumed within 1 hour will be considered an official game (if the “official game” innings have been completed).
- If the “official game” score is tied, a tie score will be recorded a tie in pool play.
- The tournament director can extend the 1 hour if there are extenuating circumstances, i.e. lightning detector, working on fields, etc.
- A suspended game will resume where the game was halted.
- Awards will not be given out due to weather or other circumstances unless teams advance to the championship game.
- If the championship game is cancelled prior to or during the game when two teams have already been advanced and not enough innings have been played to determine a winner, both teams will receive awards.
Forfeit
- Any forfeit in pool play will result in the forfeiting team being placed as the last seed in the tournament.
- The tournament committee will rule on all forfeits. No team should benefit from the result of a forfeit in an unfair manner.
- This rule could result in a dispute and the tournament committee reserves the right to look at and rule in the fairest possible way. The committee’s decision will be final.N
7U Division
- Players who turn 8 prior to May 1st of the current season are not eligible unless they are in the 1st grade. Also, any player turning 9 prior to May 1st will not be eligible. Players who are 7u are eligible for this division regardless of their grade.
8U Division
- Players who turn 9 prior to May 1st of the current season are not eligible unless they are in the 2nd grade. Also, any player turning 10 prior to May 1st will not be eligible. Players who are 8u are eligible for this division regardless of their grade.
9U Division
- Players who turn 10 prior to May 1st of the current season are not eligible unless they are in the 3rd grade. Also, any player turning 11 prior to May 1st will not be eligible. Players who are 9u are eligible for this division regardless of their grade.
10U Division
- Players who turn 11 prior to May 1st of the current season are not eligible unless they are in the 4th grade. Also, any player turning 12 prior to May 1st will not be eligible. Players who are 10u are eligible for this division regardless of their grade.
11U Division
- Players who turn 12 prior to May 1st of the current season are not eligible unless they are in the 5th grade. Also, any player turning 13 prior to May 1st will not be eligible. Players who are 11u are eligible for this division regardless of their grade.
12U Division
- Players who turn 13 prior to May 1st of the current season are not eligible unless they are in the 6th grade. Also, any player turning 14 prior to May 1st will not be eligible. Players who are 12u are eligible for this division regardless of their grade.
13U Division
- Players who turn 14 prior to May 1st of the current season are not eligible unless they are in the 7th grade. Also, any player turning 15 prior to May 1st will not be eligible. Players who are 13u are eligible for this division regardless of their grade.
14U Division
- Players who turn 15 prior to May 1st of the current season are not eligible unless they are in the 8th grade. Also, any player turning 16 prior to May 1st will not be eligible. Players who are 14u are eligible for this division regardless of their grade.
2025 Season
- 3 grade exempt players allowed 6-13u
- 14u: no grade exempt rules (All 8th grade players eligible)
Official Playing Rules of 2Dsports will follow National Federation Rules with the exceptions being contained in the rules below:
Force Play Slide Rule
- Force Play Slide Rule at 2nd, 3rd or Home, runner must slide directly into bag (if they decide to slide) . All players are required to avoid violent contact with another player while running the bases. Players running to a base must slide directly into the base. If, in the opinion of the umpire, the runner does not make an effort to avoid collision, he is to be declared out. If the act is deemed by the umpire to be malicious, the runner will be ejected from the game.
- NOTE: Force Play Slide Rule is in effect for all ages.
- NOTE: Sliding head first is legal for all ages
Courtesy Runners
- Courtesy Runners for the catcher and pitcher are allowed for age’s 9U-14U. Rule:
- Must be sub player if team is not batting everyone
- Last made out
- If last made out is the pitcher or catcher, player must run (no sub)
Intentional Walks
- Intentional Walks at 9U-14U age levels, the pitches do not need to be made.
Re-entry
- Starters may re-enter the game one time, however they must re-enter in the same place in the batting order. Substitutes may not re-enter the game. Pitchers may not re-enter as the pitcher once removed from the mound.
Feet On The Rubber
- In the Windup Position, a pitcher is permitted to have his “free” foot on the rubber, in front of the rubber, behind the rubber or off the side of the rubber.
Mound Visits
- A coach is allowed 2 mound visits per game without removing the pitcher (A visit is not charged if you are removing the pitcher)
- A coach has to pull his pitcher on the 3rd mound visit of the game. Each visit after results in pulling the pitcher.
*Mound visits do not reset when you enter in a new pitcher
Balk Calls
- When a balk is called it is a dead ball. Fake 3rd to 1st is LEGAL.
Slashing 7U-13U
- Slashing (Fake bunt/swing away) attempts is not allowed. Batter will be called OUT.
Division of Play
- 9U-12u
- One Day Max to Pitch Next Day = 35
- One Day Maximum = 75
- Three Day Maximum = 110
- 13u-14u
- One Day Max to Pitch Next Day = 35
- One Day Maximum = 85
- Three Day Maximum = 120
*NOTE: Finish the batter is in effect. (See below)
One Day Maximum To Pitch The Next Day
- The maximum number of pitches a player can legally pitch in one (1) day and still pitch the next day. Example: In the 9U – 14U age divisions, a player may legally pitch a maximum of (35) pitches in one (1) day and still legally pitch the next day. If the player pitches 36 or more pitches in one (1) day, the player cannot legally pitch the next day. A player may not pitch in more than 2 games in a day.
One Day Maximum
- The maximum number of pitches a player can legally pitch in one (1) day. Example: In the 9U – 12U age divisions, a player may legally pitch a maximum (75) pitches in one (1) day, in no more than 2 games. Similarly, in the 13U – 14U age divisions, a player may legally pitch a maximum of (85) pitches in one (1) day, in no more than 2 games > the player would be ineligible to legally pitch the next day.
Three Day Maximum
- The maximum number of pitches a player can legally pitch in three (3) consecutive days.Example: In the 9U – 12U age divisions, a player may legally pitch a maximum of 110 pitches in three (3) consecutive days. In the 13U – 14U age divisions, a player may legally pitch a maximum of 120 pitches in three (3) consecutive days. This is to be interpreted as a player may legally pitch any combination of innings to equal (110) pitches in two (2) days as long as the player doesn’t pitch more than (35) pitches the first (1st) day.
Finish The Hitter
- If a pitcher is approaching his pitch count limit, he may finish the hitter but must be removed from the mound following the last hitter. Any pitches thrown over his limit to the last hitter will not be counted against his pitch count.
Mandatory Days Of Rest
- A player that pitches more than (35) pitches in one day MUST rest the next day, regardless of # of days in a tournament.
- A player 9u-12u that pitches (110) in two (2) consecutive days MUST rest the next day if playing in a 3+ day tournament.
- A player 13u-14u that pitches (120) in two (2) consecutive days MUST rest the next day in a 3+ day tournament.
- A player that pitches three (3) consecutive days (regardless of total quantity of innings pitched) MUST rest the next day.
- Pitches recorded during a game that ends in forfeit shall count towards a pitchers’ pitch limits.
- For purposes of pitching limitations rules, a pitcher is in violation of the rule if he records any pitch above the legal pitching limits pursuant to these rules.
- 2D Sports website is the official source for pitch counts.
- It shall be the responsibility of each team to challenge pitching violations by immediately notifying the Umpire and/or Tournament Director.
Protesting Pitch Counts
- A protest must be filed immediately if the pitcher is in violation of the pitch count rules.
- The pitcher of record must be on the mound during the protest.
- Stop the game and inform the umpire that you are protesting the pitcher on the mound is in violation of the pitch count rule.
- The umpire will then stop the game, stop the clock, and inform the director of a protest.
- If the Tournament Director deems the pitcher is in violation of the pitch count rule, this will be considered the first violation, the pitcher in violation will be removed from the game with a new eligible pitcher being entered in and the coach will be ejected. If a second violation occurs during the season, the team will forfeit the game. If a third violation occurs during the season, the team will be removed from all tournaments for the season.
- If there is a question on the official pitch counts from the previous tournament day, it must be made prior to the first tournament game the following day.
Recommendations
- It is recommended that a player does not pitch and catch during the same game.
- It is recommended that a player does not pitch in more than one game per day.
The official bat shall be constructed of wood or aluminum or any other material or combination of materials. Bats must have a USSSA or USA Stamp. Unless on the banned list.

Bat Violations
If a team violates the bat rules, the bat will be removed from play and the following will occur:
a. If an illegal bat is identified prior the batter putting the ball in play, the bat will be removed from play and the batter will continue his at bat with a legal bat. It is the responsibility of the Head Coach to remove the bat from the dugout or ensure the bat is not available for use. No exceptions.
b. If any batter comes to the plate and has a previously removed illegal bat, the bat will be removed again, the batter will be out, and the coach will be ejected.
c. If an illegal bat is identified after a batter put the ball in play but before a pitch is thrown to the next batter, the player who used the illegal bat will be declared out and all runners who advanced must return to the base they occupied.
d. NOTE: It is the responsibility of the opposing Coach to report/ask the umpire to check the bat. If a pitch is thrown to a batter that results in base runners advancing a base and/or scoring (via a passed ball, pick off, or direct steal), the opposing coach must bring it to the umpire before the next pitch is thrown. The only exception would be a player advancing due to a balk by the pitcher. If player advances due to a balk, the base runner does not have to return to the previous base.
Applicable to 9u A divisions and select AA divisions only
If a 9u A/AA plays in an ‘Open’ 9u event, the no steal rule is not applicable.

Baserunners
- All base-runners are allowed to take a lead from the base they are occupying.
- Base-runners may advance if:
- Base on Balls in a force situation
- A ball is put in play by the batter
- A balk is enforced by the umpire
- A pitched ball hits the ground or backstop.
- A throwing error on a pickoff attempt by the pitcher or catcher
- Over throw from the catcher to pitcher
Clarification on the 9u NO STEAL Rule
- Baserunner can only advance on a dropped ball by the catcher or a pass ball
- Baserunner cannot advance on a pick-off. If he gets in a run down and gets to 2nd base, he just goes back to 1B.
- Baserunner can advance on a dropped 3rd strike
Pitchers
- Pitchers must pitch from the stretch when runners are occupying bases
- Pickoffs are legal at any base occupied by a base-runner
- Each pitcher in the contest will be given one warning before a balk is enforced.
Balks
- First Offense: Warning *see comment*
Second Offense: Balk is enforced
*Comment*: The umpire will make the “balk” call (which is a dead ball), state the reason why the call was made, then say that the next balk by that particular pitcher will be enforced.
Development
- 2D Youth Baseball (2DYB) is continuously striving to “Elevate the Standard”, with players development at the forefront of our ideas. We are aware that all players develop at different rates, so we believe that a big emphasis needs to be put on correctly learning the fundamentals of the game at an early age. Therefore, we are implementing a new “no steal” rule for the 9U AA division for the duration of the season. Teams will play “regular” rules when playing in ‘open’ events.
Why the NO STEAL Rule ?
COACHES– it now becomes valuable to teach certain techniques and plays which are irrelevant if a player can steal 100% of the time.
OFFENSE: bunting, hit-and-run, secondary leads, dirt ball reads, reading pitcher’s moves, taking extra bases on hits, etc.
Defensive: proper pitching mechanics without having to control the running game, more emphasis on cutoffs and relays and bunt defense, double plays become a factor.
PITCHERS– can focus on pitching mechanics and locating pitches. They will also be able to learn how to pitch from the stretch in a controlled environment.
CATCHERS– can focus on catching the ball and blocking the ball without having to worry about base stealers.
INFIELDERS– the double play now becomes more of a factor as well as positioning per pitch/situation.
OUTFIELDERS– understanding cutoffs and relays now becomes a factor because preventing extra bases now keeps the double play in order.
HITTERS– bat control and the ability to produce situational hitting is now of more value.
The game will slow down for the players because they are playing without the “chaos” and they can focus on the proper techniques of their position. Grasping these particular techniques and fundamentals NOW will allow them to elevate their game LATER!
2DYB has spoken to many coaches and scouts from the high school, collegiate, and professional levels about the current state of baseball. Many have expressed that while today’s players are faster and stronger, many lack the fundamentals and knowledge of the game that players had in years past.
“Since my playing career ended in 2001, I have spent 18 years coaching at every level of baseball. As I’ve coached my kids’ youth teams, college baseball, and MLB players, the one thing witnessed firsthand is a troubling lack of fundamentals. I’ve seen high school and college players who’ve never bunted and young players who have no concept of situational baseball. Young players do not possess the skill level to play the game in the same manner as their older counterparts. Rules which encourage running the bases with total freedom actually inhibit and hurt the growth and development of our younger players. Majors
- Majors is the highest level of play within 2D Baseball Youth’s classification system. This level is best suited for teams at the highest level in their age. Teams classified as MAJOR should be playing the majority of their games against other regionally strong and/or nationally ranked opponents.
AAA
- AAA is the middle level of play within 2D Baseball Youth’s classification system. Teams classified as AAA should be playing the majority of their games against other mid-level local and regionally based opponents of a similar classification.
AA
- AA is the lowest level of play within 2D Baseball Youth’s classification system. This level is best suited for teams considered as Intermediate/Beginner. Teams classified as AA should be playing the majority of their games against other local and lower-level regionally based opponents of a similar classification.
Select Series
- Select Series is 2Dsports premier classification. This is directed toward the top teams in the area in each age division. Teams are required to Request an Invite to play or by Invite-Only.
**Birth Certificates may be required for players. If a player is participating using the grade exception, they may also be required to have a current report card on site. This is based on the director discretion.
The playing field shall be laid out according to the recommended dimensions contained within these rules. For details on field layout including recommended direction of play, fair and foul territory requirements, infield and outfield grades, pitcher’s mound height and slope, batter’s and catcher’s box dimensions, and base and home plate size and construction should be referred to the Official Rules of Baseball as published by Major League Baseball on MLB.com.

General Roster Rules
- Participating teams are required to create a 2D Sports web account.
- Every team that participates in any 2D Sports event must have their roster online.
- No player may play on 2 different teams in the same event under any circumstances as this will result in a team forfeit for both teams.
- Any team playing up must only use players of that team’s age. If you choose to pick up older players while playing up, you must sanction an older team and play under that team’s name.
- By March 31st, all teams must choose to participate in Major, AAA or AA for the remainder of the Spring Season, including the State Tournament & World Series. 2D Sports will work to ensure teams are placed in the appropriate divisions.
- Rosters are official once bracket play begins. If a team feels another team is in violation of a roster rule, it must be brought to the directors attention prior to the start of bracket play. 2D Sports will not handle roster discrepancies or issues on the last day or once bracket play begins
Pick Up Players
- A team is allowed to pick up age eligible players for a tournament prior to the roster freeze date.
- These players must be added and approved on the online roster prior to the first game.
- A pickup player CANNOT play down in classification. Ie: a player rostered on a AAA/Major team cannot play down in a AA division.
- Open Divisions: AAA/Major players are eligible for pickup.
- A player cannot be picked up from a different Select Series teams for a Select Series event, no matter the age divisions. Select Series players can be picked up to play in open events.
- If it is determined by the director that a team has played with an ineligible pickup player, the team may be forced to forfeit.
- The online roster system only approves the players age and birthdate…not his classification. The director will have final approval on eligibility.
- It is highly encouraged to contact the director prior to adding a pickup player to ensure he is eligible.
Rosters freeze permanently on May 15th!***
- The deadline has been extended to ensure new teams created and current teams can finalize their rosters 2 weeks before the State Tournaments and into the World Series.
Grade Exemption
- 3 grade exempt players allowed 6-13u
- 14u NO grade exempt rules (All 8th grade players eligible)
World Series Roster Rules
- Roster limits are 24 players.
- Team may add up to 2 additional players to this roster at any time up to 30 days prior to the start of the 2D Sports World Series.
- Team may replace up to 2 players on this roster at any time up to 15 days prior to the start of World Series provided the team can show proof that the players being replaced cannot participate due to either a family emergency or injury.
- Replaced player comes off of the roster completely and cannot participate.
- Once a player is frozen on a team’s roster, that player may not be listed on another team roster or be eligible to play for another team in an 2D Sports event in the same age division unless the manager from the original team releases that player. This must be done in writing/email to 2Dsports. Once this player is released he may not be added back to his previous teams roster.
- A player who is frozen on another team’s roster does not have to be released if this player goes to play for another team in another age division, provided this player is eligible to play in another age division.
- If any coach intentionally violates our roster regulations he will serve a mandatory 2 game suspension.
- Rosters are official once bracket play begins. If a team feels another team is in violation of a roster rule, it must be brought to the directors attention prior to the start of bracket play. 2D Sports will not handle roster discrepancies or issues on the last day or once bracket play begins
Lineup Options – bat 9, 10, or everyone.
- If you are batting a continuous lineup (All Players) and a player cannot continue in a game, he will be declared an out when his turn in the batting order is scheduled to bat.
- Teams may play an official game with an eight (8) player line-up. If a team plays with an eight (8) player line-up, an out shall be declared for the ninth (9th) position in the batting line-up each turn at bat. A ninth (9th) player and all subsequent players may be added to the bottom of the batting line-up as soon as they become available.
- If a team cannot field at least 8 players, the game will be forfeited.
Approved Team Line-up Options
- If a team uses a line-up that contains substitute players, all starting players may be removed and re-enter the game once but must re-enter in their original position in the batting order.
- Non-starters are not allowed to re-enter.
- When a starter re-enters, the player in the starter’s batting position in the batting order must be removed from the game and is ineligible for the remainder of the game.
- If a team uses a line-up that contains ten (10) players, the player in the Extra Hitter position has free defensive substitution.
- If a team uses a continuous line-up, all players other than the nine (9) defensive position players are Extra Hitters and may move freely in defensive positions with the exception of the pitching position.
- Any player(s) arriving after the game has begun, shall be added to the bottom of the batting line-up.
- When using the continuous lineup and a player has to leave the game for any reason, that position in the line-up becomes an out when that at bat comes around.
Designated Hitter (DH)
- Teams may bat a nine (9) player line-up, or a nine (9) player line-up with a Designated Hitter (DH), or a ten (10) player line-up with an Extra Hitter (EH), or a 10-player line-up up with a DH and EH, or a continuous line-up of all present, eligible, uniformed players.
- Such line-up must be declared before the start of the game and used the entire game.
- A Designated Hitter (DH) can be used for ages 9u thru 14u.
- The DH can bat for any defensive player (not just the pitcher, as in some leagues).
- The DH would normally bat for one player and any of that player’s substitutes on defense for the original player.
- The DH must be listed next to or under the player he is batting for in lineup.
- The DH and the player he is batting for are both locked into the same batting slot; neither of these two players can ever bat in another batting position.
- If the DH enters the game on defense, the player he was batting for must come out of the game.
- A replaced DH can re-enter the game one time since he was considered a starter. The defensive player being hit for can also re-enter the game one time if subbed for. Both must always stay in the same batting spot.
- The DH role for a team is terminated for the rest of the game if:
- A replaced DH re-enters the game on defense (the acting DH is disqualified from further participation.
- The player for whom the DH was batting pinch hits or pinch runs for the DH. The DH assumes a defensive position.
- In Scholastic divisions (15U-18U), if the Extra Hitter (EH) is not utilized, then the Designated Hitter (DH) may be utilized in accordance with the National Federation of High School Associations (NFHS) rules.
Seeding Rules
- Pool play overall record (winning percentage)
- If two teams are tied -Head to Head winner
- If three teams are tied – If one team has defeated both other teams, that team advances. If not go to #3.
- Total runs allowed in pool play.
- If still tied – Total runs scored in pool play
- If still tied – Total runs allowed minus pool play game with most runs allowed
- If still tied – Total runs allowed minus the two pool play games with most runs allowed
- If still tied – Runs scored inning by inning, starting with each team’s first pool play game, going inning by inning until one team has more runs after the completed inning.
- When teams are divided into pools, the pool winners will be seeded as 1 seeds.
- Overall place in effect for all other division positions.
Game Tie Breakers
- Games in pool play that are tied after time limit has expired shall be recorded as a tie.
International Tie Breaker
If a bracket game is tied after time has expired, the following format will be used to determine a winner:
- Last 3 hitters (who completed his at bat) from previous inning load the bases as follows:
- Last hitter from previous inning at 1B
- Hitter before that at 2B
- Hitter before that at 3B
- Normal substitution rules apply to these runners.
- Inning will start with 1 out and process is repeated each inning until winner is determined
Pay at the Plate (PAP) cost will be determined by each Region/Area and subject to change. PAP cost will be included in Pre-Event Emails.
PAP cost varies by region, age, state, etc.
A coach/team cannot protest based on an umpire’s judgment call.
It is the coaches’ decision if he/she wants to protest a ruling during a game. The official rules of protesting a game must be adhered to for the protest to be considered. A check written to the 2Dsports for $300 must be submitted to the Umpire in order for the game to be halted and the protest considered by the Tournament Director.
If the protesting team is correct, the protest check will be returned.
‘Back the Blue’ Policies
- Zero tolerance policy on verbal and physical abuse of umpires; including profanity or consistent berating of officials during the game
- Zero tolerance policy on verbal and physical abuse/altercations with opposing coaches and fans; including profanity or consistent verbal altercations throughout the game
- Zero tolerance policy on verbal and physical abuse of event staff; including facility workers, directors, and event staff
In the event of an altercation
- One warning will be issued by umpire and/or director. If behavior continues, fan will be ejected along with the head coach of the team.
- Zero tolerance policy on excessive ejections of coaches from games.
Coach Ejection
- The director and umpire will review the ejection; if deemed excessive, the coach will be suspended a minimum of 1 game (at the discretion of the director and umpire-in-chief)
All teams participating in 2D Sports Tournaments are required to carry team/participant liability insurance coverage. 2D Sports carries event insurance policies for all 2D Sports tournament venues; this liability insurance covers all individuals in attendance at the tournament except the participants (who are covered by a team insurance policy).
2D Sports must be named as ‘additionally insured’ on the certificate. (this can be requested from the insurance provider, free of charge).

Include the name of the team registered in the tournament(s) on the Certificate – a certificate for each team is required.
Cancellation Policy
- Regular tournament: If a coach/manager removes his team less the 1-week prior to a tournament, that team forfeits the full tournament entry fee.
- Super NIT/State/World Series: If a coach/manager removes his team less the 45 days prior to a tournament, that team forfeits the full tournament entry fee.
Inclement Weather Procedure
- In the event of inclement weather, an email and/or text message will be sent to the contact submitted online of each participating team; updated information will be posted on youth.2dsports.org and the mobile app regarding any changes in schedule.
- Awards will not be given out due to weather or other circumstances unless teams advance to the championship game.
- If the championship games is cancelled prior to or during the game when two teams have already been advanced but not enough innings have been played to determine a winner, both teams will receive awards.
Refund Policy
- After a team has played two games, there will not be a refund/credit.
- If the tournament is rained out (or postponed due to unforeseen circumstances) and no games are played, the team will get a full credit towards a future event.

Field Dimensions
Fair Ball Arc
- There shall be a twenty (20) foot arc drawn from first (1st) baseline to third (3rd) baseline in front of home plate. A batted ball must go past this line to be a fair ball.
Safety Arc
- There shall be a thirty (30) foot arc drawn from first (1st) baseline to third (3rd) baseline in front of home plate. Infielders must stay behind this line until the ball is hit.
Coach Pitch Rules 7u/8u
- Infield Fly Rule shall not be in effect at any time.
Pitching Circle
- There shall be a ten (10) foot diameter circle with the front edge set at forty-two (42) feet from the rear point of home plate.
Pitcher’s Line
- There shall be a line drawn from the pitcher’s circle to the safety arc.
- The pitching coach is allowed to pitch anywhere on this line as long as the coach keeps one foot on or straddle the pitcher’s line from the pitching circle to the safety arc.
- The pitching coach shall not verbally or physically coach while in the pitching position
- The pitching coach shall position himself as not to be an obstruction to the defensive team on any possible play once the ball has been hit.
Penalty: If a coach violates this rule after the ball is pitched, obstruction will be called.
Additional Penalty: If a coach violates this rule before the ball is pitched,
First Offense: Warning
Second Offense: Removal of coach as the pitcher for the remainder of the game.
The Catcher
- The catcher shall receive the pitch in the catcher’s box in a normal baseball manner. If in the umpire’s judgment, the catcher is not receiving the ball in a normal baseball manner, there will be a warning issued. If the act continues after the warning, the offending teams’ manager will be ejected.
Defensive Players
- Ten (10) Defensive Players
- Ten (10) Defensive Players shall play in the field with four (4) outfielders. The fourth (4th) outfielder shall not assume an infield position. All outfielders shall stay behind the baselines.
- Nine (9) Defensive Players
- Nine (9) Defensive Players shall field all primary positions. Only the tenth (10th) player will be allowed as a 4th outfielder.
Pitcher
- The defensive player listed as pitcher shall not leave the pitching circle until the ball is hit.
Penalty: The play continues. After the play has ended, the offensive team has the option of taking the result of the play or no-pitch.
Additional Penalty:
- First Offense: Warning
Second Offense: Removal of player from the pitching position for the remainder of the game.
Defensive Coaches
- Defensive Coaches shall not be allowed on the field of play and shall coach from the dugout.
Batting Order & Late Arrivals
- The batting order shall constitute all present players on the team roster at the beginning of the game. Late arrivals shall be inserted at the bottom of the batting order. All players on the roster shall bat before returning to the top of the batting order.
- Teams may start a game with eight (8) players. The ninth (9th) player in batting order will be declared an out each turn at bat. Only the 9th Player will be out.
- Approved Ruling: A ninth (9th) & tenth (10th) player and all subsequent players may be added to the bottom of the batting line-up as soon as they become available.
Free Substitution
- Teams may use free substitution on defense but the batting order shall remain the same.
Bunting
- Bunting is not allowed in Coach Pitch.
6 Pitch Rule
- The batter shall receive 6 pitches if necessary. If a batter strikes out swinging in 3 pitches, he is out and does not get more pitches. However, a batter may receive additional pitches if:
- a. the batter fouls tips the 6th pitch that does not go directly into the catcher’s glove and caught, they shall have his turn at bat extended on foul balls until either there is a swinging missed strike, no swing at all, or the ball is put in play.
- b. If the batter does not swing at the 6th pitch, he is OUT. No more pitches.
Intentional Walks
- A player may only be Intentionally Walked once per game by announcement from the defensive team and only one player may be intentionally walked in an inning.
Lead Off/Steals
- Runners shall not lead-off or steal bases. A runner is out for leaving the base before the ball is hit or reaches home plate.
Courtesy Runner
- Courtesy Runner for catcher of record only the previous inning may be used. The courtesy runner shall be the player that made the previous out. If no outs have been recorded in the game, the courtesy runner shall be the previous batter not on base.
- If the team batting has not played defense yet and a courtesy runner is used for a player, the player that was run for must assume the catching position the next inning.
- This scenario only applies in the first inning for the visiting team.
Time Limit
- 1hr 20 mins or 6 innings. No open innings.
Run Rule
- 15 runs after 4 innings, 8 runs after 5 innings.
Max Runs Per Inning
- A team may score a maximum of seven (7) runs per inning, including the last inning or record three (3) outs. Umpires shall call “Time” after every play and declare the ball dead. “Time” shall be called as soon as the all runners are not attempting to advance. “Time” does not have to be called by the defense for the purpose of this rule.
- If time expires, and the home team is ‘mathematically’ eliminated from coming back, the game is over.
- Note: When a runner stands off a base and “jukes” or “feints” back and forth, this is to be interpreted as “not attempting to advance” and “Time” shall be called.
Batted Ball Hits The Pitching Coach
- The following shall apply: If in the umpire’s judgment, the coach did not make a legitimate attempt to avoid contact, the batter is declared out and no runners shall advance.
- If in the umpire’s judgment, the coach did make a legitimate attempt to avoid contact, the ball becomes dead and a no-pitch is declared.
Non-Covered Rules
- In the event any item is not covered in the rules, the tournament committee will make the fairest possible ruling and that ruling will be final.
Tournament Format And Seeding
- DIVISIONS (7u/8u)- OPEN Divisions
- POOL PLAY each team will receive 2 pool play games
- BRACKET PLAY all teams will make bracket play on Sunday and be seeded based on pool play results
- SINGLE ELIMINATION BRACKET PLAY all bracket play games will be single elimination until a champion is determined.
Note: Format is subject to change based on number of teams and event type
Tie-Breaker
- In the event of a tie in Pool Play record, the following tie-breaker rules will be enforced to determine the seeding in bracket play:
- (1) record
- (2) head-to-head (3) runs allowed (4) runs scored
- (5) run differential
- (6) coin flip
Defensive Timeouts
- Defensive Timeouts is allowed. Limit of one (1) per inning
Player Pitch Rules 7u/8u
1:20 time limit or 6 innings.
7 runs max per inning.
Pitchers will follow 2D Pitch count rules.
No drop third strike rule.
Base stealing is not allowed.
Baserunners must remain on the base until the ball reaches home plate before they come off the base.
Players can advance to 2nd and 3rd base on a pass ball or ball in the dirt.
A player cannot advance to home on a pass ball or ball in the dirt.
Pitchers mound set at 40-feet and bases set at 60-feet.
Balk rules do not apply.
t-ball rules: 6u
TIME LIMIT: One hour and fifteen minutes or five (5) innings, whichever comes first. In the event of a tie, the game will continue until there is a winner.
BATTING ORDER: All teams will bat round-robin. If a batter becomes disabled during a game and cannot bat, it is not an out. If a child is sick before a game, leave him off of your line up and inform both the opposing coach and the press box. This player cannot enter that game.
DEFENSE: Will consist of nine (9) regular fielding positions and one (1) additional rover in the outfield grass. The pitcher must be on or behind the pitching rubber with both feet in the circle. Penalty: The batter will be awarded first base. This shall apply only if the batter is put out at first base, or by a fly ball, or if a runner is forced out by the hit. If the batter reaches first base and continues to second, he is in jeopardy and may be put out at any time.
RUNS PER INNING: Six (6) runs per inning.
DEAD BALL: The Field Umpire will call Time when the defense has stopped or has containment on lead base runner. Any trailing runners will be allowed to advance to next base if he/she is past the marked halfway line between bases. This is a judgment call.
BALL: Marucci is the only official Tournament Baseball to be used for all District, State, Regional, and World Series competition. The Marucci tournament baseball has a cushioned cork rubber pill center. The Marucci baseballs marked CAL or RCAL are to be used for 2D Sports tournament competition.
BATS: For T-Ball Division, bats must be marked with an approved T-Ball stamp, organization is irrelevant. Approved T-Ball stamp must be visible.
TEE: A tee is used in the 4, 5 & 6-Year-Old Tournament.
GROUND RULES: The pitching rubber will be a distance of 46 feet from home plate. The pitchers circle will be a ten (10) foot circle measured from the center of the pitching rubber. There will be sixty (60) feet between bases. An arc will be drawn fifteen (15) feet from the back of home plate, from foul line to foul line in fair territory. This area will be foul territory for the purpose of batted balls. A line will be drawn halfway between first base and second base, second base and third base, and third base and home plate. These will determine the runners’ degree of advancement when time is called.
THE BATTER: All batters will wear a batting helmet when on the field of play, whether as an on deck hitter, a batter, or a base runner.
BUNTING: Will not be allowed.
THE CATCHER: Must wear a catchers’ helmet with facemask. The umpire will place the catcher in an area, behind home plate, that he deems safe before the batter swings. After the ball has been put in play the catcher will not be restricted on the field of play.
INFIELD FLY: Will not be in effect.
THE FIELDERS: All defensive players must be positioned farther from home plate than the back of the pitchers circle (exceptions: pitcher and catcher). All outfielders must remain in the grass until the ball is put into play. Penalty: The batter shall be awarded first base if he is out at first, on a fly ball, or if a proceeding runner is forced out.
BATTER IS OUT: After three (3) strikes. If a batter slings his bat, a warning will be given to the team at bat. After one warning, any player on the warned team who slings his bat will be called out immediately. No runners will advance. The umpire will be the sole judge of whether the bat was slung or dropped. This is NOT an appeal play.
THE RUNNER: Base awards will be determined by the lead runner’s position. Runners who have reached the halfway line when time is called will be awarded the next base. Runners who are not halfway must return to the last base touched unless doing so would force a runner off of first base.
COACHES: A manager and three coaches will be allowed in this age group due to the extra help needed in the dugout during the game. On offense a first base and third base coach will be allowed at their prospective coach’s box on the field. On defense, coaches must remain in their dugout. One coach may stand directly in front of the dugout for the purpose of defensive instruction.
BASE AWARDS: All overthrown balls are live unless the ball leaves the field of play, in which case, a one (1) base limit will be given to the runners. Any batted ball that bounces over, rolls through, or under a fence in fair territory will be a ground rule double.
RUN RULE: If a team is ahead by (7) runs after 4 complete innings (3 ½ for the home team) the game will be called.
GAME TIME: Be at the field, prepared to play, at least thirty (15) minutes prior to game time.
UMPIRES: (2) – The field umpire will call time, players on the bases, and base awards. The home plate umpire shall be Umpire-in-chief for the game, and will call fair or foul, plays at home base, and assist with calls on the bases and base awards.
LINE-UPS: One (1) to the score keeper and one (1) to the opposing coach, ten (10) minutes before game time. First name, last name, and number are required.
WATER COOLERS: will be allowed. Ice chests will not be permitted in the park.
